{"id":794,"date":"2018-11-21T07:00:13","date_gmt":"2018-11-21T06:00:13","guid":{"rendered":"http:\/\/iuexterior.org\/?p=794"},"modified":"2020-04-30T08:17:20","modified_gmt":"2020-04-30T06:17:20","slug":"iu-pregunta-a-pedro-duque-como-piensa-el-gobierno-fomentar-el-retorno-y-la-integracion-del-personal-investigador-en-el-exterior","status":"publish","type":"post","link":"http:\/\/iuexterior.org\/en\/2018\/11\/21\/iu-pregunta-a-pedro-duque-como-piensa-el-gobierno-fomentar-el-retorno-y-la-integracion-del-personal-investigador-en-el-exterior\/","title":{"rendered":"IU pregunta a Pedro Duque c\u00f3mo piensa el Gobierno fomentar el retorno y la integraci\u00f3n del personal investigador en el exterior"},"content":{"rendered":"<h4><span style=\"font-weight: 400;\">La senadora de IU Vanessa Angustia traslada al ministro de Ciencia, Innovaci\u00f3n y Universidades en comparecencia parlamentaria las inquietudes de IU Exterior ante el creciente n\u00famero de investigadores e investigadoras que se encuentran trabajando fuera del Estado.<\/span><\/h4>\n<p><i><span style=\"font-weight: 400;\">\u201cExiste un creciente n\u00famero de investigadores e investigadoras que se han visto obligadas al ejercicio de su actividad investigadora en el exterior\u201d,<\/span><\/i><span style=\"font-weight: 400;\"> traslad\u00f3 el pasado lunes 19 de noviembre <\/span><b>Vanessa Angustia<\/b><span style=\"font-weight: 400;\">,<\/span> <span style=\"font-weight: 400;\">senadora de <\/span><b>Izquierda Unida <\/b><span style=\"font-weight: 400;\">(IU) en En Marea-Esquerda Unida,<\/span> <span style=\"font-weight: 400;\">al ministro de Ciencia, Innovaci\u00f3n y Universidades, <\/span><b>Pedro Duque<\/b><span style=\"font-weight: 400;\">, que compareci\u00f3 en comisi\u00f3n ante el Senado.<\/span><\/p>\n<p><iframe loading=\"lazy\" title=\"IU pregunta a Pedro Duque c\u00f3mo piensa fomentar el retorno del personal investigador en el Exterior\" width=\"618\" height=\"348\" src=\"https:\/\/www.youtube.com\/embed\/B-f7qwskf-w?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe><\/p>\n<p><span style=\"font-weight: 400;\">Seg\u00fan datos del BOE, del INE y del Ministerio de Educaci\u00f3n, desde 2004 se han le\u00eddo anualmente m\u00e1s de 10.000 tesis doctorales. Sin embargo, como denuncia la federaci\u00f3n de IU en el Exterior (<\/span><b>IU Exterior<\/b><span style=\"font-weight: 400;\">), el n\u00famero de contratos postdoctorales a trav\u00e9s de programas como Juan de la Cierva y Ram\u00f3n y Cajal, as\u00ed como de nuevas plazas de ayudantes doctores, apenas superan los 1.000 anuales. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cEsto es lo que ha obligado en gran medida al \u00e9xodo de investigadores e investigadoras al exterior\u201d, critic\u00f3 <\/span><b>Angustia<\/b><span style=\"font-weight: 400;\">. Para <\/span><b>IU Exterior<\/b><span style=\"font-weight: 400;\">, los y las investigadoras emigradas han sido abandonados a su suerte, como demuestra la desaparici\u00f3n de los contratos de movilidad postdoctoral en centros extranjeros desde 2011, que vino precedida de un recorte de 350 contratos anuales en 2009 a 250 en 2010. Todo ello, sin que el Gobierno les haya ofrecido la posibilidad de optar a fuentes de financiaci\u00f3n que aseguren la continuidad de sus carreras en el exterior.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Por ello, la senadora de <\/span><b>IU<\/b><span style=\"font-weight: 400;\"> pregunt\u00f3 a Duque si su ministerio va a aumentar la dotaci\u00f3n de contratos postdoctorales y a elevar las tasas de reposici\u00f3n de empleo p\u00fablico en universidades <\/span><i><span style=\"font-weight: 400;\">\u201cpara que se pueda, por una parte, absorber el n\u00famero de doctores salientes, y por otra revertir la situaci\u00f3n de \u00e9xodo y abandono de la carrera profesional a la que se ven sometidas las investigadoras\u201d.<\/span><\/i><\/p>\n<h3><span style=\"font-weight: 400;\">Censo de investigadoras emigradas<\/span><\/h3>\n<p><b>Angustia <\/b><span style=\"font-weight: 400;\">traslado al ministro la necesidad, asimismo, de elaborar un censo minucioso de investigadoras emigradas, con el objetivo de conocer el n\u00famero exacto de profesionales en el exilio en los \u00faltimos a\u00f1os.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">La senadora de <\/span><b>IU <\/b><span style=\"font-weight: 400;\">reivindic\u00f3 la necesidad de tomar medidas de apoyo para el colectivo investigador actualmente emigrado, tales como financiaci\u00f3n espec\u00edfica para sus proyectos pre y postdoctorales <\/span><i><span style=\"font-weight: 400;\">\u201ccon el fin que se le pueda dar continuidad a su trabajo y a sus carreras, y posibilitar su retorno en un futuro que parece que, seg\u00fan los planes actuales, no va a ser inmediato\u201d<\/span><\/i><span style=\"font-weight: 400;\">.<\/span><\/p>\n<h3><span style=\"font-weight: 400;\">Precarias condiciones de la universidad espa\u00f1ola<\/span><\/h3>\n<p><span style=\"font-weight: 400;\">Desde <\/span><b>IU Exterior <\/b><span style=\"font-weight: 400;\">denuncian adem\u00e1s las precarias condiciones laborales de la universidad espa\u00f1ola, que &nbsp;frustran cualquier perspectiva de retorno de los miles de investigadores e investigadoras que emigraron durante la crisis para poder desarrollar sus carreras. As\u00ed lo denunciaban hace unos meses <\/span><a href=\"https:\/\/blogs.publico.es\/dominiopublico\/25556\/la-universidad-espanola-entre-la-precariedad-y-la-emigracion\/\"><span style=\"font-weight: 400;\">en un art\u00edculo<\/span><\/a><span style=\"font-weight: 400;\"> el coordinador de <\/span><b>IU Berlin<\/b><span style=\"font-weight: 400;\">, <\/span><b>Jaime Mart\u00ednez Porro<\/b><span style=\"font-weight: 400;\">, y la coportavoz de <\/span><b>IU Exterior Mar\u00eda Mart\u00ednez<\/b><span style=\"font-weight: 400;\">, ambos investigadores en la Universidad Libre de Berl\u00edn.<\/span><\/p>\n<p><i><span style=\"font-weight: 400;\">\u201cResulta poco realista pensar que investigadores con estabilidad laboral (y quiz\u00e1 con familia) en Francia, Alemania o EEUU vayan a volver a Espa\u00f1a con la promesa de un trabajo como profesor asociado por 700 euros brutos al mes\u201d<\/span><\/i><span style=\"font-weight: 400;\">, denuncia <\/span><b>Mart\u00ednez<\/b><span style=\"font-weight: 400;\">. <\/span><i><span style=\"font-weight: 400;\">\u201cNo habr\u00e1 retorno si no se dan las condiciones que lo favorezcan\u201d.<\/span><\/i><\/p>\n<p><span style=\"font-weight: 400;\">Entre otras dificultades se encuentran los recortes presupuestarios que limitan el desarrollo de nuevos proyectos y una escasa apertura de nuevas plazas, as\u00ed como el endurecimiento &nbsp;de los criterios de acreditaci\u00f3n de la Agencia Nacional de Evaluaci\u00f3n de la Calidad y Acreditaci\u00f3n (ANECA), que confunde su funci\u00f3n de asegurar m\u00ednimos de calidad y formaci\u00f3n con la regulaci\u00f3n del acceso al sistema de empleo p\u00fablico.<\/span><\/p>\n<p><i><span style=\"font-weight: 400;\">\u201c\u00bfC\u00f3mo va el Gobierno a fomentar el retorno de estos investigadores e investigadoras?\u201d<\/span><\/i><span style=\"font-weight: 400;\">, interpel\u00f3 al ministro la senadora de <\/span><b>IU<\/b><span style=\"font-weight: 400;\">. <\/span><i><span style=\"font-weight: 400;\">\u201c\u00bfY c\u00f3mo se va a facilitar su reintegraci\u00f3n en la universidad p\u00fablica, salvando estas cuestiones en torno a la convalidaci\u00f3n de experiencia laboral y t\u00edtulos?\u201d.<\/span><\/i><\/p>\n<p><span style=\"font-weight: 400;\">El ministro se comprometi\u00f3 a trasladar pr\u00f3ximamente las respuestas a todas estas preguntas por escrito.<\/span><\/p>\n<h3>About United Left Abroad<\/h3>\n<p>La&nbsp;<b>Federaci\u00f3n del Exterior de Izquierda Unida<\/b>&nbsp;<a href=\"http:\/\/iuexterior.org\/en\/2017\/04\/30\/la-federacion-del-exterior-de-iu-nace-para-movilizar-politicamente-a-la-emigracion-espanola\/\">naci\u00f3 en abril de 2017<\/a>&nbsp;para movilizar pol\u00edticamente a la emigraci\u00f3n espa\u00f1ola y darle voz a sus reivindicaciones.
